Born and raised in Texas, BA, MBA & JD from University of Texas. I worked for the
State Legislature as Legislative Assistant, Asst. Sergeant at Arms, Asst. Secretary of
the Senate and Liaison from Gov. Office to Dept. of Public Safety & Texas Rangers. I
moved to Saluda in 1982. I am proud to be a 3rd generation Saluda resident. I was
elected to City Commission in 1999 and served nine years as Police Commissioner and
two years as Mayor Pro Tem. I am now retired. I was widowed in 2008. I have two
children, Scott who lives in Saluda and Kelly, my daughter and three grandchildren who
live in Texas.

Commissioner - Johnnie Kinard
John Morgan was elected as a commissioner in November 2007. John grew up in California
and attended college at Washington State University and California State University, Long
Beach where he received a Bachelor's Degree in Accounting. He later was awarded a
Masters Degree in Business Administration. In 1993 John retired from the US Air Force after
a 21 year career that began during the Viet Nam war. He retired again in 2006 after a
career as an airline captain responsible for training pilots for his company. He was recently
asked to return and is currently working in a part time capacity for his former company.
John is married to Elena Robson and they have lived at the corner of Church and Henderson streets, here in
Saluda, for the last eleven years. They currently operate a small business based in town. "The nature of our jobs
allows us to live anywhere in the world and we selected Saluda." John decided to get involved in city government
because he has a strong conviction to preserve the Saluda we know and love. "Some of our infrastructure was
developed during times of limited resources and needs upgrading or rebuilding. We also need to provide services
more efficiently and provide guidance with respect to zoning and development. To succeed we need to further
utilize Saluda's most important resource, its citizens. If a Saluda resident was to leave town and return in 20 years
I'd want them to be able to say 'this is just the way I remember '."
My main concern is to be a representative of all Saluda citizens regardless of my personal beliefs. A representative
is just that, they represent the people. We are responsible for the wise expenditure of taxpayer’s funds. During my
tenure the Police Department has been consistently under budget. Right now Saluda’s main concerns are the
economy, proactive budget management and water resources.
I grew up in Gordon, GA and graduated from Georgia
Southern University in Statesboro, GA in 1972, with a BS
in Industrial Management. I have been married to
Terry Stubbs since 1971, and we have two sons.

I worked for Milliken and Company in Spartanburg, SC
from 1972 until 1976 in various management positions.
I began working for Abbott Laboratories in Laurinburg, NC in 1976, and spent five
years in production management and human resources. My career in sales with
Abbott began in Simpsonville, SC as Divisional Manager in 1982.

I retired from Abbott in February 2006 after 30 years of service. We made Saluda
our permanent residence in February 2007, after renovating a family home
which we inherited from my Uncle and Aunt, Roy and Mary Baisden.

Prior to being elected Mayor, I spent two years on the Saluda Planning Board.
While working on the Planning Board and attending monthly Commissioners
meetings, I decided that I wanted to get involved in the day-to-day activities
of the City government. As a part of the City of Saluda's governing body,
we want to improve the infrastructure and lower cost for our residents.
